Judicial Officers' Training Institute which later renamed as Madhya Pradesh State Judicial Academy was established in 1994, by High Court of Madhya Pradesh with a clear and enduring vision to provide quality judicial education to judges of the district judiciary. To carry this knowledge beyond the classroom, the Institute conceived an ambitious idea: a journal that would place important judgments and practical legal insights directly into the hands of every judicial officer. That vision came to life in October 1995, when the first issue of JOTI Journal. Modest in appearance, it was aptly named "JOTI" meaning "the flame" a flame intended to illuminate the path of justice.

The journey into the digital era began in 2012 with the first software version, limited to judgments. This phase focused on incorporating feedback from the District Judiciary to ensure the software met the practical needs of presiding officers across the state.

In 2021, the entire contents of the journal were transformed into a powerful and user-friendly software which was based on Codeigniter and MySQL.

Keeping pace with rapid technological advancements and reaffirming the Academy's commitment to "Pursuit of Excellence", the JOTI Journal Software now enters a new era with the launch of Version 2.0. This upgraded platform offers a host of powerful and user-centric features, including the ability to create a personalized digital library, revisit search history and utilize advanced research tools such as boolean search and dynamic "search within search" functionality. New page for research articles is also added to motivate law students and scholars to have their research papers published on this platform.
Developed on a robust Laravel, the software represents a meticulous effort to digitize the entire archival record of the JOTI Journal into a searchable form.

It is a matter of great pride that this advanced Version 2.0 is launched on 16.05.2026 by Hon’ble Justice Surya Kant, Judge, Supreme Court of India, During the programmme "Fragmentation to Fusion: Empowering Justice through Unified Digital Platform Integration” organized by the High Court of Madhya Pradesh. Most remarkably, this sophisticated software has been conceived, designed, and developed entirely by the officers and staff of the Madhya Pradesh State Judicial Academy, without imposing any burden whatsoever on the public exchequer. From a modest 32-page journal to a comprehensive digital legal resource, JOTI Journal continues to keep the flame of judicial knowledge burning bright.
